Yes you can make that yourself with gimp. Its called an animated gif image. Its not hard to make one that just flashes different colors.

You just make many layers with different colors and save it as a animated gif. Then you choose how fast you want your animation to be.

the best way i know is to make ur images in paint shop pro or paintshop and then animate it in animation shop. unfortuanally i dont have animation shop anymore and can't give a detailed tutorial of my own but i know there are alot out there.

i am also learning that you can animate in photoshop, but again im still learning.

another option is to look for animated backgorunds on photobucket and just add the image url to ur layout.
